What does it all mean?

Mission:
The Game is Afoot
Location: Starbase 10
Timeline: Current
ON: (Starbase 10 - Deck 42)
As Commander Winters watched the Ensign take off in a hurry, it took just a brief moment before all the words she had thrown at him started to make sense. "Bees...?" Winters looked around first, and then thought how silly it must be. They were in a controlled climate, how would bees even get here? Secondarily to that, what would they even be consuming. There are no flowers in this section, let alone this deck. His memory started to process the blueprints of the Starbase.
"I mean... there's a arboretum on deck 84." The words were said out loud to no one. This point didn't even make sense either. It's not like they were on deck 24 and maybe she got the numbers mixed up, that would deck 48. Wait, were they actually on deck 48? That makes no sense either. Why would the bees even want to escape and make their way around the Starbase. The fact that there were no gardens anywhere would keep them from leaving. Were there actually no gardens on a Starbase, let alone this Starbase? There is no way he could know the complete inner working of every Starbase, but at this moment, he assumed there were no gardens. This would have to be a question he looked into at a later date.
Why would she be worried about bees anyway... they weren't an aggressive species unless felt threatened. Was she a flower? Was she human? Why wouldn't she have such a minor inconvenience solved in this day and age. Can you cure that? I feel like I have fallen behind on my medical knowledge too!
Again a cloud of confusion wondered over Aurther as he started to grasp at his surroundings. Maybe it was that time in the Ferengi ships, or running around, or just all the mayhem but he was having the worst time trying to concentrate right at this moment.
"Are you alright sir?" A random crewman in red shirt asked. Those words were like a cold water splashed right into the face of Winters.
"Yes, of course. Sorry, I was just lost in my mind."
"It happens to the best of us." The crewman started to leave and was stopped when Winters spoke up again.
"You ever have someone say something so dumb to you, that is just crashes your brain?"
The crewman stopped, thought for a moment, than spun around to address Winters. "All the time." He signed and shrugged. "I mean, to be honest, it seems like it's been happening more with Admiral Yoshimeyer. His orders and directions over the last week have just confused everyone here. But you didn't hear that from me." He took off very quickly, after taking a quick glance to make sure no one heard him.
"Right... what was I doing again." Winters thought for a moment and then snapped his fingers, well, attempted to as it was a skill he could never learn. "Trying to prove the Captain is innocent, and the Admiral has some nefariousness about him!" With that Aurther took off to the nearest turbolift, ignoring all that was around him. As stood there waiting, he didn't even notice the latest news program that was playing beside him with a familiar man wearing a Hawaiian shirt having a good time. The doors to the turbolift opened, and he stepped in.
